Information system construction and the service is an indispensable important link in the information construction, with the development of new technology, development of information system construction and service towards a higher level, to promote the development of the two system integration, software and information technology services industry change from big to strong, from national key leading enterprise, promote the industry an important supporting role. In order to evaluate the ability level of information system construction and service providers scientifically and effectively, to guide the construction of information system and service providers to build service capacity and improve service quality, the standard of information system construction and service capacity evaluation system came into being. This standard (consortium T/CITIF 001-2019) is the first in a series of standards for information system construction and service capacity assessment, which sets out the comprehensive capability requirements for information system construction and service providers.

Iii. Classification of capability system levels

The standard is divided into 4 capacity domains, 17 capacity subdomains and 47 capacity items. The main content is divided into four categories: strategic management, business operation, basic support and improvement and innovation. Information system construction and service capability are divided into five levels, from low to high, respectively, CS1 (initial level), CS2 (basic level), CS3 (good level), CS4 (excellent level), AND CS5 (outstanding level).
